- Loan descriptions and interest rate indications on this website are not legally binding offers and do not constitute a contract between NDFD and any visitor or applicant.
- Interest rates, loan amounts, and repayment terms are subject to change at the discretion of NDFD's management and board of directors, and may vary based on your individual circumstances, creditworthiness, collateral, and the applicable programme guidelines at the time of your formal application.
- Details about training programmes, capacity-building workshops, and business support initiatives are indicative only. Programme availability, dates, eligibility, and costs are subject to change and confirmation by NDFD staff.
- No binding obligation arises on the part of NDFD as a result of any enquiry submitted through the website contact form. A binding commitment arises only upon the execution of a formal, signed loan agreement between NDFD and an approved applicant.

7. Payment Processing, Currency & Accepted Card Networks
Where NDFD's website links to or facilitates access to an online payment or subscription application (the "Payment Portal") for loan-related fees, training programme fees, or other services, the following terms apply to that Payment Portal:
- Transaction currency: All charges, fees, and subscription amounts processed through the Payment Portal are billed in US Dollars (USD), unless a screen within the payment flow expressly states otherwise.
- Accepted card networks: The Payment Portal accepts payment via Visa and Mastercard. Card brand marks are displayed on the payment screen next to the relevant payment option.
- Card data handling: Card transactions are transmitted and processed through a certified third-party payment gateway using SSL/TLS encryption. NDFD does not store full card numbers or CVV/CVC security codes on its own servers. See our Privacy Policy for further detail on payment data security.
- Related policies: Use of the Payment Portal is also governed by our Return & Refund Policy, our Exchange & Cancellation Policy, and our Delivery Policy, each of which forms part of these Terms of Use.
8. Merchant of Record & Responsibility for Transactions
National Development Foundation of Dominica (NDFD) is the Merchant of Record for all payments made through the Payment Portal. This means that NDFD — and not the acquiring bank, the Visa or Mastercard networks, or any payment gateway or technology provider used to process the transaction — is solely responsible for:
- The description, pricing, and delivery of the digital service or loan-related product purchased;
- Customer service relating to your order, subscription, or enquiry;
- Handling of billing disputes, refund requests, and cancellations in accordance with our published policies; and
- Compliance with applicable consumer protection and financial services laws of the Commonwealth of Dominica.
If a charge appears on your card statement that you do not recognise, or if you have a billing dispute, please contact NDFD directly using the details in Section 10 before contacting your card issuer, so that we can assist you promptly.
9. Legal & Export Restrictions
NDFD's services, including its loan products, training programmes, and any digital subscription services offered through the Payment Portal, are intended for individuals and businesses located in, or with a genuine connection to, the Commonwealth of Dominica and the wider Eastern Caribbean. NDFD does not knowingly offer these services in jurisdictions where doing so would violate local law. NDFD does not impose additional export restrictions on its digital services beyond standard eligibility requirements described at the point of application. If you are uncertain whether you are eligible to use a particular service from your location, please contact us before proceeding.
10. Governing Law
These Terms of Use are governed by and shall be construed in accordance with the laws of the Commonwealth of Dominica. Any disputes arising from your use of this website shall be subject to the exclusive jurisdiction of the courts of the Commonwealth of Dominica.
